Apr. 22--NORTH HAVEN -- High health insurance costs have been the conundrum in planning for the 2010-11 town budget, and that didn't change Wednesday night when the Board of Finance postponed a vote on the $85 million budget.

The board was to vote on the budget that it will send to the town meeting May 10, but, instead, a special meeting will be held next week, probably Wednesday. At that time, First Selectman Michael J. Freda will present to the panel a self-insurance quote that is being developed by Anthem Blue Cross Blue Shield. Anthem has quoted a 28 percent combined increase in health care costs for town and school employees. Except for accepting the large increase from Anthem, self-insurance is the town's only option, officials said.

"I think it will be no different because of the claims history," Freda said,addingthatthetownmay"beat a greater risk with self-insurance."
